Community policing is a philosophy of full service personalized policing, where the police engages in a proactive partnership with citizens to identify and solve safety and security problems on a regular basis. This approach was developed to help police in urban spaces to tackle crime in a different way rather than simply initiating repressive responsive-based tactics. Community-oriented policing seeks to address the causes of crime and to reduce fear of social disorder through problem-solving strategies and police-community partnerships.

This research explains the concept of community policing, provides an overview of the Ukrainian community policing legal framework, describe best Ukrainian and international practices on community policing, and provides recommendations to the Ministry of Internal Affairs of Ukraine and National Police of Ukraine on community policing and preventing violence against women and girls.

This publication has been produced by the UN Women Ukraine in partnership with charitable organization “Ukrainian Foundation for Public Health,” in the framework of the United Nations Recovery and Peacebuilding Programme (UN RPP) implemented by four United Nations agencies: the United Nations Development Programme (UNDP), the UN Entity for Gender Equality and the Empowerment of Women (UN Women), the United Nations Population Fund (UNFPA) and the Food and Agriculture Organization of the United Nations (FAO).
