The process of developing a new National Action Plan for the implementation of UN Security Council Resolution 1325 “Women, Peace and Security” for the period 2026-2030 is ongoing

UN Women Ukraine, together and in partnership with the Ministry of Social Policy of Ukraine, the Government Commissioner for Gender Policy and the Women's Information Consultation Center, organized three strategic sessions in March-May 2025 to engage key stakeholders in the development of goals, objectives, activities and indicators of the new National Action Plan 1325 “Women, Peace, Security” for 2026-2030. 

177 representatives from 30 central government authorities, the Kyiv city military administration and 24 regional military administrations, 51 civil society and international organizations, including the regional coalition 1325 “Women, Peace, Security” and women's human rights organizations, and 7 higher education institutions in the security and defense sector, developed recommendations that identify the following key priorities: 

  • strengthening equal participation and leadership of women and men in decision-making processes;    

  • guaranteeing protection for survivors of sexual violence, captivity, torture or forced labor as a result of the war. 

  • ensuring just and inclusive post-war recovery;   

  • creating a gender-responsive national security system that takes into account local needs;

The strategic consultations have become an important step in creating a realistic, inclusive and effective National Action Plan 1325 for the next 5 years, and the recommendations developed will form the basis for strengthening women's participation in decision-making in the security and defense sector, at the national and local levels, during the recovery process, in line with international standards and Ukraine's commitments. 

The strategic consultations were organized by UN Women Ukraine within the framework of the project “Strengthening Women's Leadership for Resilient and Peaceful Societies” with the financial support of the Government of Denmark and the project “Building a Democratic, Peaceful and Gender Equal Society in Ukraine - Phase II” funded by the Government of Norway, in partnership with the Women's Information Consultation Center within the framework of the project “Women, Peace, Security: Acting Together” project implemented by the Ukrainian Women's Fund with the financial support of the Government of the United Kingdom through the Foreign, Commonwealth and Development Office and in partnership with the Ministry of Social Policy of Ukraine and the Government Commissioner for Gender Policy.
